Merseyside Police said there is no evidence of items being taken from the Hillsborough memorial at Anfield amid concerns tributes may have been removed.
The force said it was aware of footage shared on social media of a man confronting two people at the ground.
It said an investigation had concluded that "no items were missing from the memorial".

The inquiries followed the emergence of a video taken at Liverpool FC's stadium on Friday evening.
The footage led to appeals for information from supporters and Hillsborough campaign groups and both Merseyside Police and the club were informed.
In a statement released to the ECHO, a spokesperson for Merseyside Police said: "We can confirm we received a report of suspicious behaviour at the Hillsborough memorial at Anfield Stadium on the evening of Friday, December 10.
"Officers were made aware of a video on social media showing a male and a female acting suspiciously around the memorial site.
"A member of the public disturbed the pair who made off.
"We have liaised with Liverpool Football Club and conducted an investigation, including the viewing of CCTV, which has confirmed that no items were missing from the memorial."
