Police discovered a bin bag of cannabis, an axe and a crowbar after pulling over a drink driver in Stockport.
Officers uncovered the items after following a white van into a pub car park in the early hours of the morning in Romiley.
As well as failing a breath test, the driver was also found to be uninsured and didn't have a driving licence.
Police also found two international residence permit cards which had the same name and date of birth on both cards - but one had a photo of the driver, while the other was of his friend who was in the vehicle with him.
Two men were arrested for possession of offensive weapons and possession of drugs with intent to supply, while immigration checks are now being made.
Sharing details of the incident on social media, officers wrote: "In the early hours in Romiley a white van tried to escape the attention of a passing patrol who followed it into a pub car park.
"Upon speaking to two males an axe and crowbar could be seen within the car.
"Two males arrested for possession of offences weapons in public.
"Upon searching the car a black bag of what is to be believed to be cannabis located, both males also arrested for possession with intent to supply.
"Driver found to have no licence, no insurance and failed a road side breath test so also arrested for drink driving. Driver to be reported for these driving offences and vehicle was seized.
"Upon searching one of the males he had two international residence permit cards which had the same name and DOB on both cards but the photo on the cards were one of him and one of his friend in the car with him, male claimed both cards were his and was him in both photos.
"Immigration checks are being done to check both males status to be in the country".
