Two paramedic crews were called to the scene just past Customs House after reports of the altercation. They treated two men for exposure to police capsicum spray at the scene. One man, who appeared to have a broken leg - not sustained during the incident - was stretchered from the scene by paramedics.

With the exception of the use of OC spray, none of the men were injured during the arrest, the police spokesperson said.

Police said officers were patrolling the near the corner of Watt and Scott streets around 3.30pm when they were approached by four men - two of whom were believed to be 29 years old, a 30 year-old and 34 year-old.

The men were asked to leave the the licensed premises area, but police will allege the men failed to leave and behaved in an offensive manner.

The men were arrested, during which police confirmed the use of OC spray.

All four have been taken to Newcastle Police Station where they are assisting with inquiries.
