Police could start to take a "more enforcement-heavy approach" at beauty spots in Wales after people were photographed at places like Snowdon.
The Welsh Health Minister Vaughan Gething said police will have the full support of the Welsh Government if they decide to enforce the rules.
Wales is currently in a national lockdown with people told to stay at home and avoid all but essential travel, all non-essential shops, gyms and hospitality are also closed.
But despite this hundreds of people were photographed at popular walking spots in Wales over the weekend.
Officers from North Wales Police reported visitors travelling from as far as Southampton, Kent and Solihull in England on Friday - all which are currently in Tier 4.
Mr Gething said: "The rules and what's the right thing to do aren't a surprise now - we've been in this position for the best part of 10 months."
He said people should stay at home, not stay local or "take a half-an-hour drive" to a beauty spot, and described himself as "deeply frustrated" that some were not following the rules.
Mr Gething said: "The law is there in place for a reason, to keep all of us safe, and there are penalties for those people who break the rules.

"If the police take a more enforcement-heavy approach with people who are plainly doing the wrong thing and knowingly doing so, they will have the full support of Welsh government ministers.
"All of us need to play our part and I cannot overstate my frustration with pictures of people who know they're doing the wrong thing, but are nevertheless doing so."
