Plans to build 350 homes in central Leeds set for approval

Plans to build almost 350 homes in central Leeds are expected to be approved this month.

Developers Court Collaboration want planning permission to construct two apartment blocks, which are 20 metres apart, just off Saxton Lane in Leeds.

Their application is expected to be approved by Leeds City Council's plans panel on Thursday, October 10.

Under the current plans, one block would be 22 storeys high, with 156 apartments, and Block B will be 18 storeys with 193 apartments.

They would include one, two and three bedroom apartments that would be available for rent.

The developers are also looking to build a basement car park, that has 53 spaces for cars, 19 for motorbikes and 353 for bikes, and create a public space in between the two blocks, that features a central plaza, grass, trees and a walkway.

The site is currently occupied by two industrial style sheds, which are being used as a church and a nursery.

However, the developers have also said they "cannot" comply with the council planning policy that requires them to make sure 7 per cent of the new apartments are affordable homes.

They have argued that they cannot even ensure 5 per cent of the apartments are affordable, as this would make the development "unviable" because they would fall short of their "their target profit level of 8 per cent".

The council has agreed to allow the developer to make 15 of the new homes (4.23 per cent) affordable.

Leeds Civic Trust has objected to the plans, arguing that the blocks will "overshadow" three shops and a church and nursery will be lost.

People living in Richmond Hill have also argued that some of the apartments should be sold to first time buyers and the development should include a shop or doctor's surgery.

 'A significant regeneration opportunity'

A report on the plans states: "The redevelopment of the site represents a significant regeneration opportunity, and will act as a catalyst for further investment interest in the East Street Opportunity Area and wider Aire Valley area.

"The site represents a highly sustainable and centrally located brownfield land redevelopment opportunity within an easy walking distance of the city centre."
