Plans for plush new West Lothian restaurant and coffee shop complex with balcony

West Lothian Council will reconsider plans to create a plush new restaurant and coffee shop complex with an outside balcony.

The Local Review Body will meet on November 10 to reconsider the development after the bid was originally rejected in April.

The ambitious plan for the site at the Bankton Centre in Livingston would see the creation of two main units featuring a new restaurant and bar with an outdoor balcony and terrace, and an adjoining cafe and hot-food takeaway, plus an external timber stair leading to the car park.

The site is accessible from the public road (Murieston Road) and currently has 27 car parking spaces. This would be extended to 35 spaces as shown on the site plan.

West Lothian Council rejected the original application in April of this year because the two storey building was considered “detrimental to the landscape character and visual amenity of this area of Livingston and would detract from the natural setting.”

However the developer, Z1 Properties, launched the appeal in July, with the applicant saying on the review documents that they were particularly aggrieved no members of the public objected to the idea.

A spokesperson said they were: “fearful of some negative local opinion and objections following some complaints about the mess created by the adjacent building they are constructing at the site.

“However, as progress materialised, and having the advantage of hindsight the applicant realises there is large support from the local community, who are desirous of a good quality restaurant in the area.”

West Lothian Council conducted a site visit at the applicant’s request ahead of next week’s review.

A spokesperson confirmed: “The Local Review Body first considered the review application at A meeting on September 29.

“At that meeting the Local Review Body agreed to continue consideration of the item of business to allow for a site visit to take place and for further written submissions from the council’s Arborist in respect of the impact the proposed development would have on the Tree Preservation Order that is in place close to, or over, the application site.”

Z1 Properties bought and developed the site at Bankton Centre, Livingston in 2008, and a Co-op supermarket and beauty salon have since been constructed on site.
