Plans for new supported housing development in Risca submitted to council

A planning application for a new 46-home supported housing development in Risca has been submitted.

The development, which will include "community accommodation, landscaped allotments and communal gardens" would be located on the site of former Ty Darren Home for the Elderly on Cromwell Road.

There have been some objections from Caerphilly County Borough Council's tree officer in relation to the works, which would involve the removal of several trees.

The former Ty Darren building will be demolished, and permission for this has already been granted. The new site will cover 0.63 hectares of land in its place.

The proposed housing scheme will aim to provide over-55s with supported living and will include extensive gardens and allotments for the residents.

A communal space will "provide opportunities for residents to meet, chat, gain skills, connect with others, receive training or to work, to relax". The communal building is planned over four floors.

The current plans include removing several trees, which a Caerphilly County Borough Council tree officer said would cause "significant losses that undermine the local authority’s green ambitions and that are detrimental to the local townscape".

If the plans aren't amended, the tree officer recommends refusal of the plans.

Comments from environmental health officers specify that any works carried out must include noise, dust, and waste mitigation as well as controlling any fumes emitted as part of the work.

The officer also comments that any public community centre which would open as part of the development should have specific opening hours which are "in the interests of residential amenity".

Comments from local residents can be submitted in full until January 16 on Caerphilly County Borough Council's website.
