Plans for house of multiple occupation for ‘junior doctors and nurses’ approved

Proposals have been approved to convert a semi-detached home into a a house of multiple occupation (HMO) for seven people.

The plans are for a 19th century two-storey house on Rishton Lane, in Great Lever, Bolton, with a double storey side extension.

Planners say the seven rooms will be marketed to junior nurses, doctors and staff working at Royal Bolton Hospital which is around a mile away from the property.

Proposals approved this week by Bolton Council include documents submitted by applicant Ajvani Investments Ltd which detail the planned work to be done to convert the house.

The plans state: “The proposal seeks a change of use to a house of multiple occupation of seven persons.

“Up to six bedrooms falls under permitted development and the proposal will convert one additional room on the ground floor behind the kitchen to a further bedroom, replacing an existing garage.

“The new room will have en-suite facilities. No external major alterations are proposed to the property apart from adding one window.

“It is considered that the addition of one extra occupant is not likely to have detrimental impact on amenity for other occupants and the neighbouring area.

“A new set of kitchen utilities will be implemented within the kitchen in order to comply with Bolton’s HMO amenity standards.”

Three bedrooms and the kitchen and lounge would be located at ground floor and bedrooms four to-seven, as well as a utility room would be located at first floor.

In granting the approval, council planning officers, said: “The development would create a form of lower cost housing which will meet a particular need.

“Furthermore, it is not considered that the development would harm the character and appearance of the area.”
