Perth man charged with indecently filming children near schools in alleged 'upskirting' incidents

Two schools in Perth's western suburbs have issued a warning to parents after a man allegedly took photos up the skirts of girls near schools and train stations.

Emails sent to parents on Tuesday said a person had been arrested and charged for the offence known as "upskirting".

The ABC has chosen not to identify the schools to protect the privacy of the impacted students.

In one email, the school principal said they would personally contact the parents of the students identified by WA police and provide them with support.

They said police have assured the school the material in question had been "contained".

The ABC understands it involves a small number of students from both private and public high schools in the city's western suburbs.

Another school said they had already contacted the families of the "very small number of individual students" identified.

On Tuesday morning, Adam Simon McGovern appeared in the Northbridge Magistrates Court charged with 40 counts of child sex offences.

Police allege Mr McGovern indecently filmed children with his mobile phone in various public places including near several schools.

The 48-year-old was arrested on Monday and charged with a dozen counts of indecently recording a child under the age of 16.

Mr McGovern, who is from the southern Perth suburb of Mount Nasura, was also accused of 27 counts of committing an indecent act in public and one count of possessing child exploitation material.

Police also say they seized several items from him which they allege contained child exploitation material.

Mr McGovern was granted bail and tried to conceal his face with a jacket from waiting journalists upon leaving the building.

Accused barred from going near schools

During the court hearing, the police prosecutor opposed his bail and requested Mr McGovern be prohibited from going within 100 metres of a school.

The prosecutor told the court it was "concerning" the offences took place as recently as December last year and believed Mr McGovern would re-offend.

His lawyer, Tony Elliot, said some of the people who were "upskirted" were "thought to be" children and claimed it was unlikely he would commit further offences.

Magistrate Brian Gluestein granted bail on the condition Mr McGovern would not go within 50 metres of any education facility, public sporting ground or train station.

The magistrate also imposed a $10,000 undertaking and $10,000 surety along with a list of strict conditions, including prohibiting Mr McGovern from unsupervised access to a child under the age of 18 and the use of any electronic device that could be encrypted.

He's due to reappear before Perth Magistrates Court on May 11.
