Persimmon Homes re-submit plans to build houses near Kilmarnock park

A housebuilder has re-submitted plans to build houses in Kilmarnock.

Persimmon Homes wants to build up to 49 houses on Dean Road – the same amount they tried to build in 2018 when proposals were originally issued.

The major plans were knocked back by councillors after proposals were deemed to be “significantly contrary to the East Ayrshire local development plan.

The bid for the 1.9 hectare site was mired in controversy after a number of support letters for the project were written in the same handwriting.

It emerged that nine people who supposedly signed a letter never had and withdrew their support after being contacted by the council.

But Persimmon say their proposal includes a new access, 25 per cent affordable housing, open space, landscaping and the associated infrastructure.

If plans get the green light the housebuilder forecasts that there will be 34 direct jobs on-site and 37 indirect jobs.

Acknowledging a loss of open space as a result of the project, Persimmon have offered compensation in the form of replacing a 7-a-side pitch with a new all-weather 7-a-side pitch.

This proposal has backing from Dean Thistle.

Nine objections have been launched with the fresh bid so far.

A number of objections are from concerned dog walkers who are unhappy at potentially losing open space.

Other objections highlighted issues around fears that traffic would be increased in the area.

In a letter, The Coal Authority – who objected to 2018’s plan due to a lack of coal mining risk assessment report – say there is the potential for mining instability at the western part of the site and recommended further ground investigations to take place.

East Ayrshire Council are expected to rule on the application in the near future.
