Canberrans have queued for hours in the sun to fulfil administrative services, after Access Canberra centres reopened post-lockdown.
Will Bateman said he arrived at Belconnen Access Canberra at 11.45am and was still in the line at 2.20pm.
"When I left home, the website said there was a 30-minute wait, when I got here, they told me two hours, and I've been here for almost three," Dr Bateman said from the line.
He said when he asked a staff member whether they had any sun protection for people queuing outside, they encouraged him to make a complaint to the ACT government about conditions.
"And she said, 'Look, this is a huge concern, please make a complaint. We've told them that we're not properly staffed, it will help if you do,'" Dr Bateman said.
He said in the last hour since 1.30pm, staff had come out to offer sunscreen and water, but no hats.
Dr Bateman said he was perplexed by security staff who were accompanying staff tending to the line, with people waiting peacefully.
He was waiting to transfer his registration, having been unable to do so over lockdown, which resulted in a weekly fee of $50 for a temporary registration.
"It just makes you feel sort of upset, disappointed and like you're trying to do the right thing, but feel that the government's not doing the right thing for you," he said.
Just before 3pm, the Access Canberra website listed wait times at Tuggeranong as less than 62 minutes, Belconnen as less than 82 minutes, Woden as less than 78 minutes and Gungahlin at under 10 minutes.
The ACT government has been contacted for comment.
