People dump their bin bags at the end of a woman's drive and she's furious about it

Dozens of bin bags are being dumped outside a woman’s home every fortnight.

Residents say bin men won't pick up the huge piles of bags dumped at a property on Carmarthen Road because Swansea council limit limits the number each home can put out to three.

They have to take the waste themselves to the authority’s waste recycling site in Llansamlet .

The owner of the house at the end of the drive, who did not want to be named, said: “It keeps happening and I can’t stand the mess anymore.

“I keep having to take the bags over to Llansamlet to get rid of them. I refuse to go through them because they are not my bags.

“Someone is doing it through the night, which I know because I do not go to bed until late,and my husband goes to work early.

“Sometimes, when I come back from work there is a huge mess over the drive, with cans and bags and all sorts.

“It isn’t the fault of the refuse collectors that bags burst and the mess spreads, but it isn’t my mess either. I don’t know who is leaving it there, but it’s been happening for around two years.

“I call the council but each incident is just logged.”

Swansea council imposed the three black bin bag per property limit on domestic refuse collection in 2014, in a bid to boost recycling and reduce the amount of  black  bag waste sent to landfill.

The move prompted a sharp increase in the amount of waste being recycled in the city, which is needed to meet tough Welsh Government recycling targets.

If the authority doesn’t meet those targets then Swansea council faces hefty fines. It costs tax payers around £3.5 million a year to send black bags to landfill, half of this waste could be recycled.

A spokesman for Swansea council said it would be looking to identify whoever is leaving the extra waste at the property, and they could face enforcement action.

He added: “We have contacted the resident about this issue in an effort to establish who may be putting their household waste at this location.

“We will be looking further at this recent issue to try and establish the owners of the household waste and look at carrying out appropriate action if necessary as part of our ‘Keep it out’ campaign.”
