Heavy storms have cleared Melbourne and crossed the state, after hitting the CBD during the morning peak hour.
The Bureau of Meteorology this morning issued a severe thunderstorm warning for heavy rainfall, as three storm cells moved across the city and its northern outskirts.
Thousands of Victorian homes remain without power, with people at more than 14,000 homes and businesses waiting on crews to restore their connections at Shepparton in the state's north.
The wild weather lashed the town around 2pm.
Earlier, the storms that hit Melbourne resulted in flash flooding in some areas, including South Melbourne.
Metro Trains said there were delays of up to 30 minutes on the Werribee and Williamstown lines due to weather-related issues.
Delays of up to 30 minutes were also reported on the Alamein line.
There were also reports of multiple sets of traffic lights out in Brunswick, Coburg and Pascoe Vale South.
The bureau said rain fell quickly as this morning's storm moved through suburban Melbourne.
At the height of the storm, Anakie, north of Geelong, received 21 millimetres of rain in a half-hour period.
