Police were called to Pattaya beach in the early hours of Thursday after a Norwegian tourist was spotted walking naked along the shore.
Officers arrived the scene near Soi 13/3 at 1am after being alerted by a concerned citizen. By the time they arrived, they found the foreigner sitting on the beach fully clothed.
Police spoke with the man and warned him that such behaviour is inappropriate and offensive to tourists and local residents.
A Thai man who witnessed the incident said he saw the foreigner strip down before swimming in the sea. After emerging from the water, the man walked towards people sitting on the beach.
He then exposed his genitals to the group before returning to put his clothes back on and re-entering the water in what appeared to be an intoxicated state.
Police cautioned the man and advised him to respect local norms before releasing him.
