Victoria declares Perth a COVID-19 red zone, orders recently returned travellers to quarantine immediately

Health Minister Martin Foley provided an overview of the situation on Friday morning.

Victoria has declared a red zone across Perth and the Peel region and ordered anyone who has returned to Victoria from those areas since April 17 to get tested and quarantine immediately.

Perth and the Peel region have entered a three-day lockdown after a Melbourne man was infected with coronavirus while he was staying in Western Australia's hotel quarantine program.

The man had been staying in the Mercure Hotel in Perth, where other guests had already contracted coronavirus from returned travellers on the same floor. 

After he was released from hotel quarantine on April 17, he spent time in Perth before travelling back to Melbourne on Wednesday.

It was only after his flight landed that he was told by WA health authorities he was a close contact of the state's hotel quarantine outbreak.

He immediately went to his home in Melbourne's eastern suburbs, before being moved to Victoria's hotel quarantine system at his request and testing positive on Friday morning.

All passengers from the flight the man took on Wednesday, Qantas flight QF778, must get tested immediately and quarantine for a full 14 days.

Anyone who was at Melbourne Airport Terminal 1 on Wednesday between 7:00pm and 7:30pm must get tested urgently and quarantine until a negative result.

The red zone designation of Perth and the Peel region took effect from 2:01am Victorian time on Saturday.

Victorians in the red zone are being urged to follow the three-day lockdown advice, and must quarantine for 14 days if they travel back home.

"If non-Victorians in red zones enter Victoria, they will stay in hotel quarantine until a return flight is arranged," the Department of Health declared late on Friday night.

"Additionally, if you are currently in Victoria and have been in the Perth metropolitan area and Peel region (other than for transit) between 17 April and 23 April inclusive, you must isolate, get a test within 72 hours, and stay isolated until you receive a negative result."

Test results are pending for four close contacts linked to the man: his spouse, his two children and a friend of one child.

WA Premier Mark McGowan revealed on Friday one of the man's close contacts from his time in Perth had already tested positive.

Six people in Victoria identified as close contacts of potential transmission within New South Wales's hotel quarantine program have all tested negative and are in quarantine.
