A parking warden was spotted issuing tickets to cars in an NHS car park while parking illegally himself, blocking staff from getting out.
An eagle-eyed motorist snapped shots of the cheeky enforcement officer dishing out fines to cars straddling bays, despite him apparently doing exactly the same - and worse.
The photographer, who asked to be referred to as Jonathan, was waiting outside the South Liverpool NHS walk-in centre in Garston when the scene unfolded, calling it a "mockery of the whole system", reports the Liverpool Echo.
One photo shows the attendant apparently writing up a ticket for a car parked over the white lines but another shows his own car abandoned "20 feet away".
It is seemingly blocking off two cars, one of which was a worker who was making a delivery to the centre, Jonathan said.
When returning to the car park the worker apparently tried to confront the warden before he "just drove off".
"I was in the car park of the NHS centre in Garston when I saw the UKPC parking attendant get out of his parked car and dish tickets out to cars that weren't parked in bays as outlined in their terms of parking," said Jonathan.
"My point is he didn’t park in a marked bay and was straddled across two correctly parked cars only 20 feet away from one of their own signs while he planted penalty charges on people’s windscreens.
"As soon as he got out I knew what he was going to do so I took a picture of his car, which is the white one, with some photos of the sign he was parked by, followed by photos of him slapping tickets.
"One bloke was an NHS worker delivering stuff to the hospital and when he tried to get the parking attendant's notice the attendant just drove off."
He added: "I would estimate this parking warden was parked against his own company's rules for a good ten minutes while he handed out rushed around slapping tickets on other cars."
"I just think its pretty outrageous - it makes a mockery of the whole system."
An attempt has been made to reach private parking company UKPC which manages the car park.
Mersey Cate NHS Trust, which runs the walk-in centre, said it couldn’t comment as it does not have responsibility for the car park at the centre.
