Owners of smartphones could soon pay for TV licence if Goverment plans go forward

People who own a smartphone or tablet could be forced to pay a TV licence if Government plans go ahead.

Communications Minister Richard Bruton claims the “outdated” levy should be replaced with a “device” broadcasting charge to take account of tech changes.

In another controversial move An Post could lose the right to collect the licence fee as the Government is set to put a five-year contract out to tender.

But critics of the planned reforms say they will amount to a new charge on every household or even an internet or poll tax.

Sinn Fein’s David Cullinane said: “There are possible alternatives to this such as registration for public broadcasting apps through TV licence numbers.”

The TD also hit out at proposals to privatise the licence fee collection service.

Mr Bruton unveiled the changes yesterday and claimed they are designed to ensure sustainable funding of public services.

He added: “The dependence on the ownership of a television is becoming outdated and we need to move to a device independent basis for levelling the broadcasting licence fee.

Mr Bruton said it is a “challenge” to develop a system that takes account of the move towards smartphones and tablets.

While the details have yet to be finalised, it will mean households with devices that access content will have to pay the charge, regardless of whether they have a TV set.

It is designed to tackle evasion and ensure those watching online are liable for the fee.

It is estimated 12% of households do not pay the €60 fee, while 10% are not billed as they do not own a TV set.
