Over 3500 parking fines issued to Rutherglen and Cambuslang motorists over the past 12 months

More than 3500 parking fines were issued to motorists in Rutherglen and Cambuslang in the past 12 months.

Almost 3000 of those were dished out in Rutherglen alone – equating to one fine for every 11 of the town’s residents – raking in more than £80,000 for South Lanarkshire Council’s coffers.

In Cambuslang , 762 penalty charge notices (PCNs) were issued, resulting in a windfall of almost £25,000 for the local authority.

Figures obtained by the Local Democracy Reporting Service show that last year, 21,281 PCNs were issued across South Lanarkshire – equating to fines of £1.27 million.

It means that, on average, 60 motorists in South Lanarkshire are issued with PCNs every day, a year-on-year increase.

Across the area, Hamilton (7966), East Kilbride (5232), Rutherglen (2763) and Uddingston (1606) had the largest number of PCNs issued in 2018-19.

Last year the council recovered £651,000 from penalty charge notices – down from £670,000 the previous year.

Colin Park, South Lanarkshire roads and transportation engineering manager, said: “Our parking attendants will issue a penalty charge notice to drivers found to be in violation of regulations on parking, waiting and loading.

“Our parking strategy across South Lanarkshire is designed to provide a balance of short-term, long-term on-and off-street parking to meet the needs of all types of road users and the interests of residents and businesses.

“Parking regulations are enforced to maintain the balance of that provision and to meet the different needs
of road users throughout the day.”

The fines can be issued for parking on double yellow lines, on single yellow lines, in Blue Badge parking bays and also in other designated parking bays without a ticket, among others.

The actual value of a PCN depends on when, or if, payment is made.

PCNs are issued at £60 but if paid within 14 days they are reduced to £30.

If no payment is made within 28 days the charge is increased to £90, and if it remains unpaid it is passed to the sheriff officers for collection, incurring further fees.

South Lanarkshire Council did not attribute a location to 29 PCNs issued in 2017-18 and 37 issued in 2018-19.
