The Internal Affairs and Communications Ministry has released a policy package addressing online harassment that would add phone numbers to the information victims can request from social media companies and others about their harassers.
Expanding consultation desks for advice and counselling is among other policies aimed at strengthening readiness to provide victims with quick relief.
Since spring, the ministry has been holding discussions on how to address online harassment at two expert councils. The package, announced Tuesday, is the result of progress made by these councils.
A council examining how best to disclose information on perpetrators, which was established in April, decided to add phone numbers to the information that can be given, which had been limited to addresses, names and other details. Based on this, the ministry revised an ordinance on Monday.
The council is working toward releasing a final draft in November. They are also looking into mechanisms that would allow courts to quickly determine whether to disclose information.
Meanwhile, the council examining platform services, which is addressing areas such as fake news, released an urgent proposal in August after Hana Kimura, a professional wrestler who appeared on popular Fuji Television Network Inc. program "Terrace House," died after being harassed on social media.
The number of counselors will be increased starting next fiscal year based on the package. In addition, events will be held on a regular basis for counselling organizations, the police, local governments and others to exchange opinions.
Voluntary measures will include urging social media companies to take down malicious posts. Educational efforts aimed at internet users will also be expanded.
"Given that malicious harassment hidden behind anonymity should not be allowed, we will proceed with our efforts and regularly examine the progress," Minister Sanae Takaichi said at a press conference after a Cabinet meeting Tuesday.
