How to complete On Her Majesty's Festive Service in Disney Dreamlight Valley

To complete the On Her Majesty's Festive Service quest, you need to introduce Cogsworth to Anna and help him set up an Arendellian Winter Carnival for her. It's a big event, which means there's a lot of work to get done, so here's a full breakdown of all key quest steps you need to tackle.
Talk to Anna
First off, you need to track down Anna around the village to properly introduce her to Cogsworth. She might be wandering around the valley, visiting the restaurant, shopping at Scrooge McDuck's, or relaxing in her icy palace, so check your map to see where she is. At Olaf's suggestion, Anna is willing to enlist some help in preparing a special Arendellian Winter Carnival event.
Place the Winter Carnival Banner
Your first official task is to place four Winter Carnival Banners around the valley. These banners must be placed at certain spots, including:
- Near Scrooge McDuck's Store – Place a banner close to Scrooge's shop in whichever biome you have it placed in. Mine is in the Plaza, so my banner went there.
- The Glade of Trust – Place a banner anywhere around the Glade of Trust biome.
- Dazzle Beach – Place a banner somewhere in the Dazzle Beach region.
- The Sunlit Plateau – Place a banner anywhere in the Sunlit Plateau area.
Craft furniture

Next, you need to craft two pieces of furniture for the festival, including an Icy Armchair and a Snow Hut. If you don't have the materials to make them, you'll need to spend a bit of time gathering the right resources first. You need lots of Snowballs to make these items. Once you have everything you need, you can head to any crafting station and switch over to the Furniture tab to craft both assets.

Place both the Icy Armchair and the Snow Hut somewhere in the Frosted Heights biome once you're done crafting both items. Chat with Cogsworth once they're placed to plan what needs to be done next.
Check on Olaf inside Chez Remy
Cogsworth assigned Olaf to Hot Cocoa making duty, but since he's a snowman, things seem to have gone wrong. Head to Remy's restaurant to check in on Olaf and see what went wrong.

Serve clients in Chez Remy
The kitchen is an absolute mess, so while Cogsworth works on cleaning it up, you need to serve some hungry customers in Chez Remy. Cook and deliver three requested meals to villagers seated at tables. Chat with Cogsworth once you're done.
Place the Frozen Hot Cocoa Counter in the Frosted Heights to start the carnival
It's finally time for the festival to begin, so head over to the Frosted Heights biome and place the Frozen Hot Cocoa Counter down to get things started. Before you do, there's also an optional objective to chat with Olaf to hear some fun winter facts. You don't have to finish this task, but Olaf has some fun goofy goodness to share as usual, so I highly recommend consulting with him first.

Talk to Anna once you're done snapping photos of the festival. Then, chat with Cogsworth one more time to officially conclude the On Her Majesty's Festive Service quest.
