France boss Didier Deschamps has urged Olivier Giroud to quit Chelsea this January but talks with Inter Milan have stalled.
The striker, 33, has made only one Premier League start this season and is currently out with an ankle injury.
Tammy Abraham has emerged as the Blues' first-choice No.9, with Michy Batshuayi also in Frank Lampard's plans at Stamford Bridge.
But the former Arsenal star has scored four goals for the World Cup winners this season and Deschamps wants him playing regular football to guarantee his place at Euro 2020.
“His situation at Chelsea has not changed for two months,” said the France head coach.
“It would be better for him, obviously, to go to a club where he will have more playing time.
"If he cannot have this playing time at Chelsea, the idea is to be able to have it elsewhere.
"It is up to him to decide the solution.”
"I don’t know what offers he has, where it might be possible for him to get more playing time.
“We saw each other not so long ago. As with every player, he’s the one who decides. But keep in mind that it’s the daily life of players with their clubs that leads to France selection.
"He knows it. It’s up to him to decide the best solution for himself.”
Giroud is out of contract in the summer and wants a new 18-month contract.
Antonio Conte's Inter are ready to offer him a deal until the end of the season as cover for Romelu Lukaku.
But the Nerazzurri are also interested in signing Fiorentina's Italian international forward Federico Chiesa in the summer.
Conte would prefer to sign Marcos Alonso from Chelsea as left-back.
