Oldham boss on how council is tackling Covid - and why celebrities are part of the strategy

Council bosses in Oldham have explained the methods behind how they are tackling coronavirus in the town - and why they have called on the help of celebrities to get their message across.

As of midnight today, the borough was placed under tighter lockdown restrictions after its coronavirus infection rate spiked to become the worst in England.

It means separate households are no longer allowed to meet outdoors alongside the measures which bans them from meeting in a property or private garden, that still apply to the rest of Greater Manchester.

Here are all the new restrictions in place.

The council has previously posted video messages on social media from the actor James Buckley, who played Jay in The Inbetweeners, as well as Game of Thrones star James Cosmo and Pakistani cricket captain Azhar Ali.

Cllr Sean Fielding, leader of the council, said that the novel idea was aimed at reaching different areas of the community.

On BBC Breakfast this morning he said: “We are also doing some really targeted intervention in our most affected communities, and that includes things like door-to-door testing, using community leaders to get messages over that so far the corporate council communications channels have not been as successful as we would like.

"And also being quite creative in terms of how we communicate those messages, we’ve enlisted support of the Pakistani cricket captain (Azhar Ali) who has recorded a video for us to get the message out to communities that might listen to him rather than listen to me.

"We have used the actor that played Jay in the Inbetweeners (James Buckley) for example, so we have been really creative in using assets within our communities and also celebrities or whatever it might be that might be more effective in telling people the restrictions and why it’s so important that they follow them."

Cllr Fielding also said that part of the reason Oldham was able to avoid a full Leicester style lockdown was a pledge to increase enforcement on those breaking coronavirus rules.

He said that 'at least' one pub had been closed in the past day.

He added: “Part of our discussions with Government which helped us to avert the kind of economic lockdown of the kind in Leicester was a pledge around increasing the capacity in our enforcement teams so that we could take action where we had reports of businesses or premises or households not following the rules.

"So when we receive those reports we now have additional capacity around enforcement and compliance to take action, whether it’s fines, whether it’s closure orders or whatever.

"We have closed at least one pub in the last 24 hours."
