Valentin Mihăilă had another effort rise over the crossbar while Perte nudged one wide after the restart as the visitors looked like they would continue their dominance.
Northern Ireland showed their character, though, with Alistair McCann heading wide from Caolan Boyd-Munce's cross.
Chindris was sent off for a second yellow card for fouling Jake Dunwoody off the ball but Northern Ireland struggled to break down the dogged Romanian defence.
Boyd-Munce went closest with an effort straight at Vlad before David Parkhouse fired wide when in a good position.
Romania sit second in Group Eight, five points off leaders Denmark.
