People in the North and the Northeast are being urged to brace for heavy rain to be brought by tropical storm Pakhar.
The Meteorological Department said the storm is expected to move northwest at about 25km/h through China's Hainan to upper Vietnam today and tomorrow.
It has no influence on Thailand at this stage but it will bring torrential downpours in the northern and northeastern regions when it reaches upper Vietnam, the department said.
Residents in both regions are being advised to closely monitor weather advisories and take precautions.
To prepare for the expected downpour, Ubonrat reservoir in Khon Kaen is releasing water to help the upstream areas cope with run-off in case more rain comes down.
The reservoir is holding 1.689 billion cubic metres of water, which is 69% of its holding capacity, and is discharging 19 million cubic metres of water, an increase from 15 million cubic metres.
Provincial authorities said the water management committee agreed to release more water from the reservoir but the amount will be capped at 25 million cubic metres.
The reservoir management has asked to discharge more water following warnings about tropical storm Pakhar.
The downstream provinces of Kalasin and Maha Sarakham have been informed of the water discharge from the reservoir to ensure proper handling of excess water.
Meanwhile, a total of 33 districts in seven provinces remain inundated as the result of two storms, Talas and Sonca, which brought down heavy rain from July 5 to Aug 15.
The Department of Natural Disaster Prevention and Mitigation said efforts were under way to help the victims and drain floodwater affecting 3,910 households in Kalasin, Roi Et, Yasothon, Ubon Ratchatani, Ayutthaya, Phichit and Trat.
Forty-four provinces were heavily flooded as the result of Talas and Sonca and the situation in 39 provinces has already returned to normal.
More than 1.8 million people were affected by the heavy flood, which caused damage to nearly 2 million rai of crop fields. Thirty seven people died as a result.
As these provinces were recovering, nine others were hit by run-off from Aug 12-25. Three people were killed and more than 34,800 people affected by the inundation.
