The Noida authority’s planning team on Friday conducted an inspection of Amrapali Sapphire housing complex to check whether the developer has provided all basic amenities for residents.
Residents of Amrapali Sapphire society had filed complaints with the Noida authority, alleging that the developer was yet to provide basic amenities including fire safety systems, parking, lifts and club facilities, among others.
The committee headed by their chief architect Praveen Shrivastava visited Sapphire Phase-I on Friday and inspected the same.
“Firefighting systems are not functional in the building and not all the lifts in the residential complex are working, troubling residents. There is water seepage between expansion joints of walls, which is resulting in basement flooding. Many civil works are yet to be finished. We will inform top officials about the inspection and take action after senior officials’ instructions,” said Shrivastava.
Officials said that in the absence of lifts, they will give temporary completion certificate only.
“We cannot give occupancy certificate until the builder will provide functional lifts and finishes other remaining works, including firefighting systems,” an official of the Noida authority said.
The planning team, however, was unable to complete its survey as residents kept interrupting them with other problems they were facing.
“Residents are very upset with the problems which they have been facing due to lack of common facilities in the complex. They started arguing with officials and were asking us to provide facilities. We advised them that the developer is supposed to provide these facilities, not the authority,” a Noida authority official said.
Residents said that they are living in fear because the building does not have even a firefighting system in place.
“This is summer season. What will happen if a fire breaks out in the building? The complex does not have NOC from the fire department and no fire safety is in place. The builder has cheated us by giving possession in an incomplete building without obtaining an occupancy certificate, in violation of norms,” said Rajiv Tyagi a resident.
Amrapali group needs to clear Rs139 crore land due, owed to the Noida authority, to be eligible for getting an occupancy certificate.
“We will address all issues in the Sapphire complex if the Noida authority gives us a waiver on interest. We have applied for a waiver on interest. Once it is done, we will solve the issues,” said Shiv Priya, director of Amrapali Group.
