No10 refuses to rule out new Covid socialising guidance - and MPs wouldn't get a vote

Downing Street has refused to rule out introducing new guidance on social contact in the run-up to Christmas.

Boris Johnson today insisted “we're not locking stuff down” and people could make choices about what events they wanted to “prioritise”.

But the PM’s spokesman refused to rule out new guidance like in Scotland, where people have been urged to limit socialising either side of Christmas to a maximum of three households at a time.

No10 warned cases would be kept under “close review” and “were learning more about this every day”.

The spokesman indicated if such guidance was introduced, it would not get a vote by MPs - as Parliament will only be recalled if there’s an actual change in the law.

Asked if guidance like in Scotland could be introduced, he replied: “There is no government guidance to that end.

“We are carefully reviewing on a daily basis any emerging evidence and data we get, and advice, on this variant.

“And should any further changes be necessary, then we will update.”

Asked if MPs would be recalled for changes or guidance, or just the law, the PM’s spokesman said: “It would be for changes in regulation as opposed to guidance.”

It came as England’s Chief Medical Officer warned further Covid restrictions may be needed if vaccines are less effective than expected against Omicron.

Prof Chris Whitty told the Commons Health and Social Care Committee: “If it looked as if the vaccines were less effective than we were expecting, that would be a material change to how ministers viewed the risks going forward.”

Health Minister Gillian Keegan suggested people “space out a bit if you can” if they do decide to go to gatherings over Christmas.

Boris Johnson’s spokesman hit back: “There is no set government guidance on social distancing.

“The minister was making a point I think the public are all aware of when it comes to how an airborne virus like… this transmissible variant is spread.

“It’s something I’m sure the public will take heed of, as they will with things like opening a window and crucially getting tested.”

No10 said “we’re not looking to” bring back the regional tiering of restrictions.

The PM’s spokesman added: “I think the Prime Minister has been very clear about the need for the public to be cautious and consider their own circumstances.

“We are saying we don’t want to be prescriptive about the choices people make about their social life.

“But we want them to be cautious about their activities in the run up to Christmas.”
