NFL supplemental draft time, rules, and Texans’ outlook

The 2019 NFL supplemental draft kicks off Wednesday at 12:00 p.m. Central Time, and it is a chance for teams to add young talent just before training camp.

The prospects available are Northland Community College tight end Devonaire Clarington, West Virginia receiver Marcus Simms, Syracuse linebacker Shyheim Cullen, St. Francis defensive back Bryant Perry, and Washington State safety Jalen Thompson.

Teams are divided into three groups — six wins or fewer, non-playoff teams, and playoff teams — and a lottery generates the order. Houston will be among the playoff teams. If the Texans wanted a player, they would have to designate which round they would draft said player. The team with the highest bid wins, and they give up their 2020 pick to obtain that player.

Let’s say the Texans liked Simms and designated him a sixth-round pick. However, the Tennessee Titans submitted that designated Simms a fourth-round pick. The highest bid wins: Simms goes to the Titans, and the Titans forfeit their 2020 fourth-round pick to claim him.

In reality, the Texans aren’t expected to be players in the supplemental draft. There aren’t any offensive linemen to help them, and the Texans have proven over the years to cultivate the same level of talent found in the supplemental draft through their undrafted free agent acquisitions.
