TESTING numbers in the Hunter New England health district's local government areas have failed to climb over 1000 on any day in the past week, data shows.
Omicron clusters in western Sydney and hotel quarantine have also grown, with 31 in NSW.
Dr Kerry Chant confirmed no Omicron cases have yet been admitted to hospital for "COVID-related care" in the state.
She said vaccination numbers were "inching incredibly slowly upward" toward the 95 per cent target after first doses for adults ticked up to 94.7 per cent.
She said the youth vaccination rate for those between 12 and 15 could also be rising faster.
"I think there's a little bit of room for improvement here," she said.
"I would urge all parents ... to make those appointments and get your children vaccinated."
The new cases include six more in the Regents Park cluster, taking its total to 20. The source of the cluster remains under investigation.
The other 11 cases were contracted overseas or on an international flight.
Hunter New England has added seven fresh cases across three local government areas, including Lake Macquarie and Newcastle.
Midcoast added three cases while the two Hunter areas had two apiece.
They fell in Cardiff South, Glendale, Merewether and Warabrook, with two in Harrington and one at Wingham.
The fresh cases take the outbreak's diagnosed cases since August 5 to 4378.
In the Hunter one active case remains in hospital, with 218 in total throughout the health district.
Three were isolated for their entire infectious period, three were in the community and the status of one is under investigation.
The source of one case is under investigation. Three are unlinked, while three have been taced to known exposures or clusters.
A man and woman, both in their 90s, died in the past 24 hours with COVID-19 at Sydney hospitals.
The man was not vaccinated, while the woman had two doses as well as underlying health conditions.
