The England international has been left out of the last two games and been linked with a move to Paris St Germain in recent days. Jose Mourinho has indicated however the midfielder will not leave before next month's transfer deadline.
Sergio Reguilon was also among the group training at Hotspur Way. The Spain international completed his move from Real Madrid on Sunday and could be in line to make his debut.
