New rules drawn up to control student parties, drugs and litter in north Leeds

Strict new guidelines on street parties, drug taking and careless littering could come into effect in north Leeds as the council looks to clamp down on anti-social behaviour among the city's student population.

The wide-ranging Public Spaces Protection Order (PSPO) could soon be rolled out soon to cover the majority of Headingley, Hyde Park and Burley.

Large parts of these neighbourhoods are already covered by three separate PSPOs, but proposals have been put forward to include more areas of Hyde Park and Burley specifically in a new PSPO. If passed, it would cover huge swathes of north west Leeds.

The suggested new proposals would target street parties, street alcohol consumption, the use of psychoactive substances, anti-social behaviour and residents who leave household waste out in the street.

A public consultation was launched at the start of this week and will run until Sunday, November 3, with Leeds City Council keen to hear the views of local residents before making a final decision on whether the introduce the PSPO.

However, a draft document states: "These activities have had a detrimental effect on the quality of life of those in the locality, and it is likely that the activities will be carried out within that area and have such an effect."

The draft proposals state people living within the zone must not have street parties or play loud music to the extent that it has a 'detrimental effect on the quality of life' of neighbours.

The detailed letter also has restrictions on drinking or taking intoxicating and psychoactive substances in public.

On top of this, bins must not be left out on the road until 6pm on the night before they are due to be collected and they must be returned 'inside the boundary of the relevant premises' no later than 9pm on collection day.

If the PSPO is introduced, it would last for a maximum of three years and could see people could hit with a fixed penalty notice of up to £100 or a maximum fine of £1,000.
