New motion to scrap P1 testing in Glasgow 'incompetent'

A fresh proposal to scrap primary one testing across Glasgow has been deemed incompetent by council officials.

Conservative councillor Euan Blockley says “there will be fire and fury” at the decision to prevent a motion being heard at full council next week.

In November 2018 the conservative group, fully backed by labour and the greens, brought a similar plan before full council.

But this was rejected as SNP councillor Chris Cunningham said their idea not an instruction but merely an “expression of opinion.”

Tory councillors Euan Blockley and Thomas Kerr had submitted their new motion to council officials on Tuesday but were informed it could not be debated again until a six-month period had passed.

A spokeswoman from Glasgow City Council said: “Council standing orders state that a subject is not debated again within six months, therefore this motion has been ruled not competent.”

The document had instructed the SNP administration to stop the Scottish National Standardised Assessments in all Glasgow schools at primary 1 stage.

It said that “the decision of this council’s convenor for education to disregard the majority position of Glasgow City councillors on this issue is a democratic outrage that needs to be urgently addressed”.

Councillor Euan Blockley said he and his colleagues are not standing down.

He said: “We are not giving up. I am incredibly upset about this decision and we will keep pushing until the next full council.

“Now that it has been overruled again there is going to be fire and fury. I believe this policy is wrong and so do the general public.

“I think the administration is hoping we will drop it and will become distracted with something else. That doesn’t fly with me, or labour or the greens.

“We will keep going until our motion is implemented.

“When we brought this forward the last time it was clear to me it was an instruction and not just an expression of opinion.

“I am shocked that p1 testing was not scrapped following that meeting.

“How much clearer can we make it? They claim it was just advice but from our point of view it was an instruction. It is all just a big mess.”
