East Lothian Council's deputy leader Norman Hampshire will be put forward as its new leader at a meeting this week.
The council's minority Labour Group administration have named Mr Hampshire as the proposed successor to Councillor Wilie Innes who died in office last month.
Elected members will be asked to approve the appointment and name Councillor Shamin Akhtar as the new deputy during a virtual meeting tomorrow.
A report by officers recommending the new appointments says: "As a result of the death of Councillor Innes, the council is required to appoint a new Leader of the council.
"The administration wishes to nominate Councillor Hampshire for this position.
"The administration also wishes to appoint a Depute Leader of the Council, and Councillor Akhtar is being proposed for this role."
Mr Innes lost his battle with cancer last month and at his funeral on Friday mourners were told he "worked to the end".
Hundreds of local residents turned out to say goodbye to the popular LAbour Councillors who served his home town of Prestonpans for more than 30 years as its elected member.
In 2018 when Mr Innes took some time out from his role for treatment, Mr Hampshire took on the role of acting leader until his return.
The council is expected to announce a by-election will be held in early January to fill Mr Innes Preston, Seton Gosford ward seat.
