The boss of Network Rail today apologised for “letting passengers down” after it was rapped over its performance by the rail regulator.

Andrew Haines, Network Rail’s chief executive, said: “We know that train performance has not been what our passengers deserve.

"We have let them down and we take responsibility for the part we have played in poor train service reliability.

"We are committed to leading the industry back to higher levels of performance.”

The Office of Rail and Road chief executive John Larkinson had said: “Passengers and freight customers rely on Network Rail for reliable train services. The evidence we have collected suggests that Network Rail is failing to take all reasonable steps to effectively manage performance and recover from incidents. This must be addressed urgently.”

The apology came as former Network Rail boss Mark Carne was today being presented with a CBE at Buckingham Palace.

It was awarded in June, amid severe timetabling issues.

The Department for Transport admitted the timing of the award was “unfortunate” but said the issues should not detract from Mr Carne’s overall record.
