Nearly 30 Rochdale businesses carried on trading after being forbidden by lockdown rules.
Regulations which came into force almost three months ago banned cafes, pubs and restaurants from opening to the public.
Other businesses, including nightclubs, theatres, gyms and hair salons were also ordered to close their doors in a bid to halt the spread of coronavirus.
But Rochdale council received 148 complaints about premises that were allegedly continuing to operate, despite the instruction from the Prime Minister on March 20.
Enforcement officers made 75 site visits and found 28 businesses were still trading despite being forbidden by the new health protection regulations.
The council issued warning letters to offending firms either on site or through the post.
However, no official enforcement action was taken as every firm contacted by the council agreed to close, meaning prohibition notices did not have to be served.
No businesses were found to be open again after being told to close by the council.
Coun Sara Rowbotham, the council’s cabinet member for health and wellbeing, has praised the business community for keeping to lockdown rules during the crisis.
She said: “We are very pleased that the majority of businesses in our borough have been following the government guidance closely, which has allowed many to remain open and operate safely.
“Businesses are keen to work with us to make any necessary changes to ensure compliance and keep their customers and staff safe.
“There are some businesses which should still remain closed and we encourage residents and employees to report any concerns to us.”
