The numbers of people returning from Spain and testing positive for Covid has trebled in a month, according to new figures.
Latest NHS Test and Trace statistics reveal that more than more than 70,000 people flew into England from Spain over the first three weeks of July and 2,065 of them tested positive.
It represents a rate of 2.9 per cent, compared with just 0.9 per cent throughout June.
The figures will be fed back to ministers ahead of next week's travel update from the government.
As concern grows over cases of the Beta variant in the popular holiday destination, reports have suggested hat ministers could place Spain into the 'amber plus' category.
Now, the Mail Online reports that Whitehall insiders say there are considerations about putting Spain into the more strict category.
It would mean people returning would still need to isolate even they are fully vaccinated with a Covid jab.
Asked about the possibility of Spain going on the amber plus list Dominic Raab said: "I can't rule things that the JBC [Joint Biosecurity Centre] and the government will decide, but they'll make that decision next week in terms of the traffic light system for all the relevant countries."
Mr Raab said the 'momentum forward is positive' with the high proportion of Brits who are already double-jabbed.
He said: "We've done the job we had to do domestically, and as we see other countries catch up if you like, I think we're increasingly confident that more countries will go on either on amber or onto green."
He added that for holidaymakers looking at booking trips abroad 'we can't give cast iron guarantees about what the next review system will decide.'
Meanwhile, analysis by the Daily Telegraph claims that there are no beta variant cases in Spain's tourist areas.
The Balearics, an area from Seville in the west to Granada on the south coast, as well as Malaga and Murcia are said to be free of the strain.
It is instead concentrated in one region in the north west, where it has fallen to below 10 per cent of cases, with the Delta strain dominant.
Paul Charles, the chief executive of travel consultancy The PC Agency, said: "Government strategy has clearly shifted towards a more economically driven approach, and that means we'll see more countries added to the green and amber lists next week.
"Spain's infection and positivity rates are starting to flatline and decline, so it should avoid being placed on the 'amber plus' list."
Recent data shows that in Spain there were 26,399 new cases recorded on 27 July.
Currently, anybody returning from Spain into England can avoid isolating if they have been given two doses of a vaccine.
