Ukraine's President Volodymyr Zelenskyy is planning to pull back troops from the eastern region of Luhansk as NATO secretary-general Jens Stoltenberg visits the country.
As Stoltenberg called on Russia to reduce tensions in the area, Zelenskyy said he was making preparations to join the western security alliance.
