Jury clears ICE agent of any wrongdoing in fatal 2015 shooting of Detroit fugitive

DETROIT _ Following a two-week civil trial, a U.S. District Court jury on Monday cleared an Immigration and Customs Enforcement agent of any wrongdoing in the fatal 2015 shooting of a man in his Detroit home.

ICE officer Mitchell Quinn killed Terrance Kellom _ a 20-year-old fugitive wanted for armed robbery and weapons violations _ during a raid conducted by the Detroit Fugitive Apprehension Team, a task force comprised of federal agencies and local police departments.

After deliberating for less than three hours, the jury found Quinn acted in self-defense and issued a no cause verdict, according to the United States Attorney's Office for the Eastern District of Michigan.

"While the loss of life in this case was tragic, the evidence clearly established that Agent Quinn acted in self-defense," said United States Attorney Matthew Schneider. "We are thankful that the jury carefully reviewed the evidence and agreed."

Police in 2015 said that Kellom had a hammer in his hand and charged at Quinn, who then fired at Kellom. Family members of Kellom denied that claim, calling the killing an assassination that involved Kellom getting shot with his empty hands clenched while in a kneeling position.

In April, a Detroit police officer that was on the scene said Kellom "was on his knees" at the time he was shot and did not have anything in or near his hands, in contrast with the officer's initial claim.
