The city of Munich's move to Linux on desktop PCs, due to start at the end of next year, looks like being a long and painful process. According to a short Gartner paper, it won't mean all Munich's workers stop using Windows or Windows applications. Some apps will be moved from the desktop to servers, "Web enabled" and accessed via a browser while others will be run using emulators such as VMware. Anyone who has been through this kind of process knows that the staff are in for a miserable time. Of course, if you are going to make the long-term move to a different operating system, you have to start somewhere. However, if I was going to pick a city to be a "Linux champion," it wouldn't be run by IT people who still have staff using Windows 3.1.
