A mum of two young children is at her “wits' end” after battling for eight years to stop water pouring into her flat.
Care worker Laura Crozier, from East Kilbride, is an owner-occupier of the property - although the factors for her block are South Lanarkshire Council.
Laura, 30, who has a five-year-old and a nine-year-old, both of whom have severe asthma, first noticed problems not long after moving into the flat in 2013.
The extensive damp has seen her children ‘blue-lighted’ to hospital with breathing difficulties and Laura living in fear of more severe attacks.
Some repairs have been carried out by the council and other external tradesmen but the problem has never been fixed properly.
Laura told Lanarkshire Live she feels like she is “going round in circles” with her factors, SLC, insurers and environmental health “passing the buck”.
East Kilbride politician Linda Fabiani has also fought for several years to try and get the matter resolved and has written to the council's chief executive demanding immediate action.
It is understood the water ingress is coming from a property above Laura but attempts to contact the landlord have proved unfruitful.
Laura said she is still waiting on a call back from the council’s factoring service and environmental health, after she was hit by another deluge last week.
She fumed: “The artex is falling off the ceiling, paper is peeling off the walls, it’s just horrible – I don’t know where to turn.
“I am stressed enough working in care and this is the last thing I need. It’s horrendous for all of us.
“Everybody is just passing the buck. I phoned the council’s factoring team and environmental health because I was worried about the children last Monday. Despite being told by both they would be in touch I’ve still heard nothing."
Laura added: “I’ve had enough to be honest. I get told by the council to contact my insurers, despite my insurance being through the factor, who is the council.
“Then the insurers tell me I need to wait and see what the council do. It’s a farce.
“I just want it sorted once and for all - surely the council can issue an order to make the landlord above fixes where the water is getting in if that is the root of the problem?”
Retiring MSP Linda Fabiani said: “The council identified the source of the problem a year ago in January and it is unbelievable Ms Crozier is still fighting to have this resolved.
"She’s been passed from pillar to post every time she reports more damage to her property.
“As well as the stress of living with this and the concern for her children’s health, there has been the ongoing cost of repairs and redecoration that Ms Crozier has incurred through no fault of her own.”
Daniel Lowe, housing boss at South Lanarkshire Council said: “The council, in our role as factor for the block, have carried out extensive investigations into the cause of the water ingress to the property and have undertaken some precautionary repairs to eliminate the common parts of the building as the cause.
“The most likely cause of the water ingress has been identified as a defect in the window screen of the privately-owned flat above and the council’s Environmental Services is pursuing the owner to ensure the necessary repairs are carried out.”
