A mum was spotted driving with her child on her lap while using a mobile phone.
Mary Campagna, 29, was arrested at her home in West Miffin, Pennsylvania, after another motorist recorded the footage.
Police say Campagna also had an "incorrect license plate".
Authorities received the footage through a West Miffin community group on Facebook .
She was charged with a felony count of endangering the welfare of children and summary traffic violations including reckless driving and not using a car seat.
When they turned up at her property, officers said that they saw a car seat - but she had allegedly just chosen not to use it.
The local police then took to their own Facebook page to express the importance of reporting crimes rather than shaming people on social media.
They wrote: “If you see a crime happening, getting photos and video are certainly helpful, but please immediately dial 911 and report the incident.”
In reaction to the video, Sarah Craver, said: "The lack of car seats I see on a daily basis is distrubing."
William Bracco added: "Great job to both PDs. I agree should have called, too many folks trying to be heroes. Glad nobody, especially the child, didn't get hurt."
But some had a slightly more relaxed approach, Sam Smerkol wrote: "Come on parents. I was at least five before my dad put me on my lap and let me drive."
