Moruya could be surrounded as two fires push from different directions, firefighters warn.
Nelligen could also come under threat again in deteriorating conditions and wind changes.
Rural Fire Service Inspector Kelwyn White said the Clyde Mountain Fire was pushing down from the north-west and the southerly due at about 6pm could push the Badja Forest Fire north towards Moruya.
"Winds from the north-west and north-east are feeding fires in the south-western corner of the Clyde Mountain Fire," Inspector White told Australian Community Media shortly after Noon on Saturday, January 5.
Townships south of Moruya are also under threat, such as Turlinjah and Bergalia.
The north-easterly influence was being kinder to the Narooma area, but the outcome today was entirely dependent on the wind changes.
The north-westerly influence was stronger inland and the nor-easter was stronger on the coast.
Inspector White said the weather had deteriorated throughout the Eurobodalla Shire
"People who have remained need to monitor carefully and ensure they know what they will do when fire threatens," she said.
"It is highly possible that the Badja fire will push up towards Moruya and the Clyde Mountain Fire will push down towards Moruya. There could be fire surrounding Moruya."
Inspector White said some people may have been lulled by this morning's calmer conditions.
"We did want everybody off the roads by 8am this morning, but because conditions were calmer some people may have waited to see," she said.
"Now that weather is deteriorating rapidly, if they do not have a plan, they need to carefully consider their route to nearest evacuation centre or a built-up area that will offer protection."
The north-west winds shortly after Noon were about 30km/h and gusting, she said.
The Bodalla area had reports of burnt leaves dropping in the area, but "they are cold burned leaves", rather than embers.
"It is appearing for Narooma, Dalmeny area that the north-easterlies are having a pretty good influence and the fire is not increasing rapidly into those areas.
"It will depend whether the inland north-westerlies are stronger than the coastal north-easterlies, but at the moment, the north-easterly is prevailing. People still need to monitor carefully."
Inspector White warned Nelligen could be affected again by the Clyde Mountain Fire, with Buckenbowra and Runnyford.
"There is still fire in that area and there is potential for increasing fire, especially in unburned pockets."
Embers and spot fires remain a constant risk.
No accurate figure is yet available for property loss in the wider Nelligen area.
