NSW Premier Gladys Berejiklian has promised to ease COVID-19 restrictions in a week's time if cases remain low, with the rules to be as close as possible to those before the Avalon outbreak.
The state recorded zero locally acquired cases in the 24 hours to 8pm on Tuesday, the third day in a row without local transmission.
Testing numbers were up after the government's plea for more people to come forward. Some 19,959 people were tested in the reporting period, up from 10,621 the previous day.
Three cases were identified, all in hotel quarantine and acquired overseas.
Ms Berejiklian on Wednesday flagged the only major difference from the pre-Avalon conditions was likely to be rules around masks, such as making them compulsory on public transport.
The announcement came after a crisis cabinet meeting of the NSW government on Wednesday morning.
Currently, Greater Sydney, Central Coast and Wollongong residents have to wear masks indoors when out of home.
Households can only have five visitors, including adults and children, throughout a day. Outdoor gatherings are limited to 30 people as well.
Restrictions on weddings, funerals and religious services could also be in line for changes.
