The Central government can modify the wordings of the CAA, stating in general that all persecuted religious minorities from the three countries would get citizenship, and delete the names of individual religions from the Act. The exclusion of Muslims from the provisions of the act has given rise to the protests. Notwithstanding its absolute majority, the BJP should have been alive to the sensitivity of the issue while drafting the Bill.
