Major League Baseball, the Major League Baseball Players Association and the Cuban Baseball Federation have agreed to a groundbreaking accord that would permit players in Cuba to sign with major-league clubs without having to defect from the island, according to people with knowledge of the situation.
The deal doesn't need approval from the United States government because MLB already has a license to proceed.
An announcement is expected later Wednesday.
