Meet the team responsible for making Newcastle's big decisions as Nick Forbes reshuffles his cabinet

Newcastle's Labour leader has reshuffled his cabinet - and added two new faces to the civic centre's top brass.

Nick Forbes, re-elected unopposed for another year as the city's highest-ranking councillor last week, has revealed his new-look team tasked with making Newcastle's big decisions over the coming year.

Former education and skills chief Nora Casey is out of the cabinet entirely, with civic centre officials indicating that her outside work commitments mean she is too busy to hold a cabinet position.

Habib Rahman, who became the city council's first non-white cabinet member 12 months ago, is also being replaced as he prepares to take on another role of historic significance as Sheriff of Newcastle - before becoming Lord Mayor next year.

Meanwhile, Linda Hobson and current Labour MEP candidate Clare Penny-Evans are both promoted to the female-dominated cabinet.

Coun Forbes said: "I am delighted to be able to announce such a strong team focused on delivering the best possible service to our residents, businesses and the wider community.

"I would like to thank both Coun Casey and Coun Rahman for their service and welcome Coun Hobson and Coun Penny-Evans to the team. I look forward to working with them."

Here are the 10 names that make up the new cabinet:

Leader of Council - Coun Nick Forbes

The 45-year-old has served as council leader since Labour regained control in 2011. His future in Newcastle Labour's top job was in question after losing out on the party's nomination for North of Tyne mayor to Jamie Driscoll, but he was re-elected to the position unopposed last week.

Deputy leader of the council and cabinet member for resources - Coun Joyce McCarty

Coun Forbes' long-serving deputy and the first woman elected to serve in a leadership position in Newcastle's Labour group. Her portfolio is changing this year, swapping responsibility for the city's housing to look after the civic centre's resources.

Education and skills - Coun Veronica Dunn

The Byker ward councillor is handed a new role this year, taking the education portfolio from the departing Coun Casey.

Employment - Coun Ged Bell

Coun Bell remains the man tasked with attracting investment to the city, with the regeneration of Central Station and the surrounding area among his key aims.

Environment - Coun Nick Kemp

Coun Kemp's role includes responsibility for the issues that often provoke the biggest outcry from city residents - bin collections, fly-tipping, and tips. He also deals with issues around licensing and trading standards.

Health and social care - Coun Karen Kilgour

The West Fenham councillor stays in her job, battling a growing social care crisis in the city that sees the council faced with drastic budget cuts and an ever-growing demand for care services.

Housing - Coun Linda Hobson

Coun Hobson makes a return to the cabinet for the first time since 2015, having looked after the city's adult health services in the past. She is a registered nurse, a lead activist for UNISON, and a graduate of the first cohort from Labour's Jo Cox Women in leadership programme.

Transport and air quality - Coun Arlene Ainsley

Other than the council leader, this is the job likely to face the greatest scrutiny over the coming year. As well as the critical decision on a possible clean air toll on Tyneside, Coun Ainsley will also oversee vital highway upgrades such as the long-delayed Killingworth Road project.

Culture, sport and public health - Coun Kim McGuinness

Retains her cabinet portfolio, which was expanded to include public health issues last year. Coun McGuinness has overseen major city events such as the Great Exhibition of the North and last weekend's European rugby finals in the past year.

Communities - Coun Clare Penny-Evans

A new addition to the cabinet, Coun Penny-Evans takes Coun Rahman's communities portfolio. She is one of Labour's candidates in this month's European Parliament elections and works part time for Skills for People, a charity supporting people with learning disabilities and their families.
