Media ban 'frustrates' convicted murderer on parole

Convicted murderer Susan Neill-Fraser has been left frustrated by a parole condition barring her from speaking to the media, the head of her supporter group says. 

The 71-year-old grandmother served 13 years behind bars for killing partner Bob Chappell on the couple's yacht moored in Hobart on Australia Day 2009.

She was released on parole in 2022 and recently launched legal action against a condition preventing her from communicating directly or indirectly to media to "claim her alleged innocence". 

The condition is in place to protect Mr Chappell's family and friends from further trauma and distress, the parole board said. 

Lawyers for Neill-Fraser were on Wednesday given until October 31 by the Supreme Court of Tasmania to file affidavit material before the matter heads to a yet-to-be-scheduled hearing.

Neill-Fraser has always maintained her innocence but has lost multiple court appeals against her conviction. 

Speaking outside court, head of her supporter group, Rosie Crumpton-Crook, said Neill-Fraser had "basically been gagged". 

"I'm floored by how strong she has been throughout this," Ms Crumpton-Crook said. 

"Obviously she gets frustrated … but this does take its toll. 

"The whole legal process with Sue's case has taken years and years. It seems everything takes a long time. It's been frustrating."

Neill-Fraser's lawyer Jamie Blaker told the court he was seeking further documents from the parole board. 

Neill-Fraser was sentenced to 23 years' jail, with the 2010 sentencing judge saying he was convinced beyond reasonable doubt she attacked Mr Chappell on the yacht. 

She dumped Mr Chappell's body, which has never been found, in the River Derwent and then tried to sink the vessel. 

Neill-Fraser attended a rally of supporters in early 2024 in Hobart but was unable to address the crowd because of the parole condition. 

Her daughter Sarah Bowles, as well as federal independent MP Andrew Wilkie, have unsuccessfully pushed for the establishment of an independent inquiry into the case. 

Ms Crumpton-Crook said she would continue to lobby politicians for an inquiry.
