Marco Rubio Was Reportedly Unaware Of Visa Waiver Agreement Signed By Kristi Noem With Argentina, Leading To Changes

The White House instructed government workers to detail the "purpose and scope of any proposed call, conversation, meeting or trip with the NSC prior to engagement" after Secretary of State Marco Rubio reportedly didn't get a heads up about a visa waiver agreement signed by DHS Secretary Kristi Noem in Argentina.

Axios reported on Friday that Rubio and White House Chief of Staff Susie Wiles wrote a memo addressing the matter earlier this month. "Any proposed agreements, directives or demands involving foreign leaders or countries must be notified, coordinated and approved through the interagency process at the White House, via the NSC," reads a passage of the memo.

"No commitments or statements binding the United States may be made without prior NSC approval," it adds. White House press secretary Karoline Leavitt said the memo was not directed at any specific individual, but the outlet claimed that Rubio was "blindsided" and "annoyed" by the visa waiver program signed by Noem in Argentina following a trip in late July.

"Marco likes Kristi and he talks to her all the time. It's just that this is not a good way to conduct foreign policy if the lines of communication are like this," a source told Axios.
