Marc Bircham says he has been promised summer transfer funds to steer struggling Waterford clear of relegation.
The former Millwall and QPR player, 43, was the Blues surprise choice on Wednesday to succeed Ireland legend Kevin Sheedy.
He arrived in Ireland earlier this week but must quarantine and cannot take the team for training until next week.
Waterford have already forfeited tomorrow’s game in Sligo as the first-team squad was stood down after a Covid case last week, as well as a number of close contacts.
Londoner Birchall - a former Canadian international - said: “There will be investment in the team to bring in new players, which I’ve been promised in the July transfer window.
“We just have to get as many points as we can before that, which is the most important thing. But I’m looking forward to the challenge ahead.”
He continued: “I’ve just locked myself away to watch and analyse the last five or six games. I’m looking at the squad we’ve got, and the opposition that we have coming up.”
Birchall addressed the Waterford players over Zoom on Wednesday night and hopes to be on the training ground next week.
Before joining Waterford, he was technical director of the Bahamas FA but says his decision to leave was “a football one”.
He was also first-team coach at QPR from 2016 to 2018 and assistant manager at Arizona United, Chicago Fire and Millwall.
“I’m a bit closer to home with the family, which is not too bad,” he told talkSPORT. “I spoke to the owners, and it went from there.
“The club has some fantastic training facilities that a lot of championship clubs would be proud of.
“Brian Murphy, who is the goalkeeper, I had when I was at QPR, and Daryl Murphy is here as well.
“I was used to looking out at a beach in the last quarantine, but now I’m looking out the window at the ruins of an old castle.
“But look I’m in the South East so hopefully the temperatures will improve and get up to 15 or so degrees.”
