Guwahati: Chief Minister of Manipur Y. Khemchand Singh expressed his profound appreciation to the Union Government under the visionary leadership of Prime Minister Narendra Modi for its decision to constitute a ‘High-Level Committee’ to study demographic change in the country.
Lauding the initiative as a historic step, the Chief Minister noted that Prime Minister Modi’s declaration of a “High-powered Demography Mission” on 15th August 2025, followed by the Union Cabinet’s approval on 11th September 2025, represents a historic and long-awaited intervention for the people of Manipur and other border states.

The Chief Minister also appreciated Union Home Minister Amit Shah’s statement that demographic change is a serious problem linked not only to India’s sovereignty but also to national security, law and order, major changes in the social structure, and the protection of tribal societies.
He assured that the Government of Manipur will extend full cooperation to the High-Level Committee, which will conduct a comprehensive assessment of the demographic changes occurring across India due to illegal immigration and other abnormal reasons.
Singh said that the people of Manipur are deeply grateful to the Prime Minister and Union Home Minister for their unwavering commitment in securing India’s borders and checking demographic imbalance.
Mentioned may be made that Justice Prakash Prabhakar Navlekar (Retired) will be the Chairman of the Committee. In addition to the Census Commissioner, three distinguished experts — Durga Shankar Mishra (Retired IAS), Balaji Srivastava (Retired IPS), and Dr. Shamika Ravi — will be members of the Committee. The Joint Secretary (Foreigners-I), Ministry of Home Affairs, will be the Member Secretary of the Committee. This Committee will submit its report within one year. If necessary, the Ministry of Home Affairs may extend the tenure of the Committee by up to six months.

Manipur on several occasions have expressed concern on changing demography of the state due to influx from neighbouring Myanmar.
Congress NHRC
The Congress delegation led by Leader Congress Legislature Party, Manipur, Keisham Meghachandra Singh, submitted a complaint to the National Human Rights Commission in New Delhi. The delegation also met with Justice V. Ramasubramanian, former Supreme Court judge, Chairperson of National Human Rights Commission, in the Commission.
The complainant, Keisham Meghachandra Singh, along with the other members of the delegation, presented the complaint on the prevailing human rights violations in the state to the Chairperson Justice V. Ramasubramanian in detail.
The complaint was officially registered and received by the Commission. The Congress delegation led by CLP Leader Keisham Meghachandra Singh comprised N. Bupenda Meitei, advocate & AICC Member, senior Congress leader Wahidur Rahman, OBC Chairperson Sakir Ahmed, SC Chairperson A. Oken Singh, Labour Chairperson Toijam Lokendro Singh, woman Congress leader Sanjita Lisham and Youth Congress leader L. Piyari Devi.
The complaint was made on three major incidents which are still prevailing in the state for the last few weeks on human rights violations arising out of hostage and abduction of civilians (6 Nagas and 14 Kukis), ongoing economic blockade on national highways, and non-availability of LPG cooking gas and essential items and medicines in the state due to economic blockade on national highways in the state.
The complaint sought from the National Human Rights Commission with prayers to ensure that the Chief Minister of Manipur present the detailed reports, in public, and also a copy of the detailed reports, if published, be provided to the complainant, on the whereabouts of the abducted persons (6 Nagas and 14 Kukis) in Manipur within 24 hours of the receipt of the communication from the National Human Rights Commission, to direct the Chief Secretary, Government of Manipur, for a safe release of all the abducted persons (6 Nagas and 14 Kukis) in Manipur within 24 hours of the receipt of the communication from the National Human Rights Commission, to direct the Director General of Police, Government of Manipur, for a swift and effective action against the illegal abductors or anyone involved in the illegal abduction of the said persons (6 Nagas and 14 Kukis) by arresting them and registering F.I.R.(/s) within 24 hours of the receipt of the communication from the National Human Rights Commission, to direct the Chief Secretary, Government of Manipur, to table the Action Taken Reports on the incidents of hostage of abducted persons (6 Nagas and 14 Kukis), the incidents of economic blockade on national highways, and non-availability of LPG cooking gas and essential items and medicines in Manipur due to economic blockade on national highways, in Manipur in the National Human Rights Commission within 24 hours of the receipt of the communication from the National Human Rights Commission, and copies of the Action Taken Report be provided to the complainant, and, to direct the Director General of Police to table the Action Taken Reports on any arrest or arrests with F.I.R. or F.I.Rs registered, so far, against anyone or any person or persons involved in and copies of the Action Taken Report be provided to the complainant.
