Paul Pogba is the only first-team squad member unavailable for Manchester United's Premier League fixture with Tottenham.
Pogba was sent off in the second-half of United's 5-0 home humbling by Liverpool last week and is suspended for three matches.
The 28-year-old will miss the trip to Tottenham, the Old Trafford derby with City and the away match with Watford this month.
Raphael Varane has recovered from a groin injury and is available again after missing the last three games and Anthony Martial is in contention to return to the squad.
"Paul is suspended," United manager Ole Gunnar Solskjaer said. "But, apart from that, it's a fully fit squad. Which is a very strange position to be in, 25 outfield players and five keepers this week."
Solskjaer named an unchanged team against Liverpool following the 3-2 comeback victory over Atalanta in the Champions League but changes are inevitable after the humiliation by Liverpool.
Varane is likely to replace Harry Maguire or Victor Lindelof while Nemanja Matic is pushing to start after Scott McTominay and Fred struggled against Liverpool midfielders Jordan Henderson, James Milner and Naby Keita.
Jadon Sancho was unused against Liverpool, as was Jesse Lingard, whose lack of playing time has mystified many United fans this season.
